Net metering with Loveland Water & Power
Loveland Water & Power (LWP) is Loveland's city-owned electric utility. As a municipal utility, LWP operates outside Colorado PUC rate jurisdiction and sets its own net metering terms through city rate cases. LWP offers net metering for residential solar systems and has been supportive of rooftop solar across Loveland.

How it works, step by step
Start with an interconnection application
Connecting solar to Loveland's grid starts with an interconnection application submitted to Loveland Water & Power. Seed Solar manages this process — preparing your application, responding to LWP's technical review, and coordinating the final agreement.
Net meter tracks imports and exports
LWP installs a bi-directional meter that records power you draw from the grid and power your panels push back. Solar consumed in your home as it's generated is never metered — it directly offsets what you'd otherwise buy.
Excess solar credited on your bill
When your system produces more than your home needs in a billing cycle, LWP credits the surplus against your electric charges. Credits carry forward to offset future bills.
Municipal rules apply
Loveland Water & Power's net metering terms are set locally by City Council rate cases — not by the Colorado PUC. We confirm the current crediting terms and rate structure before designing your system.
Good to know
- Loveland Water & Power is not regulated by the Colorado PUC; its solar and rate policies are set locally and can change with city rate proceedings.
- Fixed monthly utility charges apply regardless of solar production.
- System sizing is typically capped at 100% of your estimated annual load under LWP's interconnection guidelines.
